An ambulance Trust set an ambitious £30 million cost improvement programme (CIP) target. However, the trust identified that the scale of the CIPs required a more systematic, transparent, and data-driven approach to identifying and delivering savings across the organisation than was currently in place.
TN was commissioned to support four key directorates (999 services, 111 services, Clinical Assessments & Pathways, and Ambulance Operations) to identify CIP opportunities, develop CIP plans, monitor progress against their plans, and co-develop digital tools to accurately track CIP progress.
- Identifying CIP opportunities: Supported directors in identifying areas of opportunity for cost reduction through downloading discussions and analysis of directorate data
- Co-developing CIP plans: Collaborated with directors to translate saving opportunities into actionable formal CIP plans with realistic timelines, achievable milestones, clear owners, and clinical approval where required. Supported in the set-up and initial implementation of CIP plans
- Monitoring progress against CIP plans: Worked alongside the CFO, directors, and their finance teams to track progress against CIP plans, highlight deviations and co-create mitigating solutions. For example, evaluating why a workforce right-sizing initiative was not delivering expected savings and identifying opportunities to offset the shortfall
- Embedding CIP tracking through a digital tool: Developed a digital tool to help directorates accurately track their CIP and KPIs, tailored specifically for each directorate CIP plan. Provided dedicated support to the 999 directorate by creating a digital tool to proactively forward plan weekly overtime spending, so as not to exceed their CIP-adjusted budget
